Carney emphasized that issues like promoting French-Canadian content on streaming services were viewed as contentious by American negotiators. Trump refuted the notion of meddling with French speakers, attributing the claim to political maneuvering by a “weak and ineffective” Prime Minister seeking support. Industry Minister Mélanie Joly, in a rebuttal to Trump, emphasized the importance of national sovereignty over mere affection for French Canadians. Notably, Quebec implemented Bill 109 last year to bolster the cultural sovereignty of Quebec by ensuring the discoverability of French-language content in digital platforms, a move that was later enacted into law.
