“Canada Urges Return of American Alcohol in Trade Deal Talks”

Canada’s envoy to the United States emphasized the necessity of reinstating American alcohol on Canadian store shelves as a fundamental requirement for finalizing a trade deal and averting potential new tariffs, as revealed in a video conference on Thursday. Ambassador Mark Wiseman conveyed this message during a comprehensive briefing on the trade agreement to approximately 100 members of the Canada-U.S. trade council.

The council, consisting of various businesses, industry associations, and labor unions, also received insights from a former Canadian chief trade negotiator who expressed reservations about the proposed deal. Amid intense negotiations in Washington between Canada’s team and the Trump administration, aiming to prevent substantial tariffs on Canadian exports, a looming deadline of midnight on Friday adds urgency to reaching an agreement.

Wiseman shared details on a tentative consensus to avoid the impending tariffs during his presentation, according to three undisclosed sources familiar with the call. The discussions also touched upon the presence of about 35 Canadian officials at the Canadian Embassy in Washington, diligently working to finalize the deal language within a tight timeframe of 24 to 48 hours.

Key components of the potential agreement include reductions in steel, aluminum, and automotive tariffs, in addition to modifications in the allocation of dairy import licenses by the Canadian government. Concerns were raised by industry insiders that such adjustments could lead to increased availability of American dairy products in Canadian markets.

Following Wiseman’s departure from the call, the council’s advisor, former chief trade negotiator Steve Verheul, cautioned against potential pitfalls of the deal, stressing that while immediate threats posed by Trump’s Section 338 tariffs demand attention, conceding to certain terms might compromise Canada’s long-term interests. Verheul highlighted potential issues with agreeing to sectoral tariffs and making significant concessions, underscoring the need for strategic decision-making.

Furthermore, discussions indicated that the U.S. is likely to reduce steel and aluminum tariffs from 50% to 25% under the proposed agreement. The deal is also expected to lower tariffs on Canadian-manufactured vehicles from 25% to 15%, with provisions for American content. However, concerns were raised within the council when it was revealed that the Canadian auto industry’s request for exemptions from American tariffs had not been met.

Verheul’s message underscored the risk of relinquishing leverage prematurely and suggested that Canadian concessions could trigger further demands from the U.S. He emphasized the importance of asserting Canada’s stance against sectoral tariffs and maintaining a focus on achieving duty-free trade, particularly in the upcoming CUSMA review.

Additionally, Verheul highlighted the lack of adequate consultations with impacted industries and the absence of detailed briefings for provincial leaders, contrasting this with the detailed engagement between the U.S. industry and the Trump administration. This discrepancy in information sharing sparked frustration among council members.

The call also featured insights from another adviser, former finance minister Chrystia Freeland, who raised concerns about the permanence of tariffs once agreed upon and the challenges of reversing such decisions in the future political landscape. Freeland’s participation added further depth to the discussions on the potential trade deal and its implications for Canada’s economic interests.
