“Canadian NATO Intern’s Espionage Arrest Sparks Security Probe”

A parliamentary committee in the House of Commons has agreed to investigate the security screening procedures in Canada following the arrest of a Canadian NATO intern by Belgian authorities on espionage charges. The decision was made after the Conservatives and Bloc Québécois urged for an emergency committee meeting to delve into the spying allegations against the intern.

During a meeting of the public safety and national security committee on Monday, Members of Parliament from different parties joined forces to schedule three sessions to delve into the matter once Parliament resumes in September. The committee plans to summon Public Safety Minister Gary Anandasangaree as a witness and may call upon other relevant individuals for testimony. Subsequently, the committee will present its findings and recommendations to the House.

The individual in question, identified by CBC News as Biwei Zhang, a systems engineer with an economics background, was interning at NATO’s Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium. While the suspect’s legal name is Biwei Zhang, she goes by Claire Zhang professionally and Catina Zhang on her Facebook profile.

Belgian authorities suspect Zhang of spying for a foreign entity and being associated with a criminal group. This has raised concerns about Canada’s security screening processes, prompting Conservative public safety critic Frank Caputo to call for parliamentary scrutiny into how she was able to secure the internship within a critical military alliance.

The internship at NATO required a thorough security clearance, a process overseen by Canadian authorities such as the RCMP and CSIS due to Zhang’s Canadian nationality. In response to the situation, Canada’s public safety minister vowed to investigate the matter comprehensively, emphasizing the gravity of the charges.

CBC News investigations revealed Zhang’s previous roles within various Canadian government departments, including positions at Statistics Canada and the Canadian Space Agency. In a separate incident from 2023, Zhang was found to have engaged in fraudulent activities during a job application process, leading to a judicial review in 2024 that dismissed her application.

Zhang’s professional history includes stints at the World Trade Organization in Geneva and the European Space Agency in Italy, in addition to recently completing a master’s degree in computer science specializing in artificial intelligence from the University of Ottawa. Prior to her arrest, Belgian authorities conducted searches at Zhang’s residence and workplace at SHAPE in relation to the charges of espionage and involvement in a criminal organization.
