“Crackdown on Non-Consensual Deepfake Images Escalates”

Every day, women and girls are victims of digital manipulation where their facial images are extracted and imposed onto explicit photos using Artificial Intelligence.

These manipulated images are circulated in WhatsApp groups, on Telegram channels, various internet platforms, and mainstream adult websites without consent and often without facing any consequences.

The proliferation of these images can have severe and lasting effects on those targeted. The individuals responsible for hosting and profiting from this objectionable content have evaded accountability for too long and must now be held responsible.

It is crucial to emphasize that this behavior constitutes sexual abuse, representing a form of violence against women and girls that is occurring on a vast scale online.

For an extended period, both technology companies and perpetrators have used complexity as an excuse to avoid taking action. While claiming helplessness, they continue to profit while women bear the brunt of the harm.

In alignment with the government’s commitment to reducing violence against women and girls by half within a decade, stringent online safety regulations have been enacted.

However, accountability will not solely rest on individual users. A new measure is being introduced whereby senior executives at adult entertainment companies will face criminal liability if their platforms fail to adhere to Ofcom’s legal obligation to remove non-consensual intimate images.

Failure to remove such content will no longer be tolerated, and those in charge can anticipate legal repercussions, including potential imprisonment.

This proactive approach is significant due to the tangible harm caused. It exceeds previous parliamentary calls for action and delivers a clear message that profiting from online abuse against women will result in legal consequences.

These initiatives complement the comprehensive set of measures introduced through the Crime and Policing Bill, including criminalizing the creation and dissemination of tools that generate non-consensual intimate images and banning sexually explicit deepfake content of adults.

Furthermore, new legislation is being enacted to prevent the possession, creation, or distribution of AI tools designed for producing child sexual abuse materials, with violators facing imprisonment.

A prohibition on the dissemination of AI materials aimed at aiding in the sexual exploitation of children is also being implemented.

For years, accountability has been avoided and denied, with survivors and advocates receiving inadequate responses citing the challenges of technology advancement and regulatory limitations. This government is now taking decisive action.

Through a firm commitment, the government is determined to implement the most extensive crackdown on violence against women and girls in British history, both in the physical world and on digital platforms.

These laws are not mere guidelines or voluntary codes; they will have tangible legal consequences.
