“UK Council Tax System Overhauled: Extended Payment Periods & Simplified Discounts”

A significant overhaul of the council tax system is set to provide households with extended timeframes to settle outstanding payments. Currently, individuals may become responsible for the full annual council tax bill within a few weeks of missing a monthly payment. However, the upcoming changes will grant households a grace period of 63 days, approximately two months, to catch up on any missed payments, with administrative fees limited to £100.

Moreover, the process for claiming discounts for vulnerable individuals will be streamlined. A universal application system for the “Severe Mental Impairment” discount, which can lead to the complete waiver of council tax bills, will be implemented to address concerns raised by advocates regarding the lack of awareness surrounding this benefit. Additionally, the discount will be renamed “Significant Cognitive Impairment” to align with the terminology used in Wales.

Eligibility for the discount is not strictly defined, but it may apply to individuals with conditions such as dementia, severe learning disabilities, multiple sclerosis, or those who have suffered a stroke, requiring certification from a medical professional.

In a move to assist households in managing their finances more effectively, the Government will default council tax billing to a 12-month cycle instead of the current ten months, allowing for a more extended payment period. However, councils will still offer the option to spread payments over ten months as per the existing setup.

Consumer advocate Martin Lewis, a proponent of reforming council debt collection practices, expressed relief at the changes, stating that the modifications mark a positive step towards improving the system after years of campaigning efforts. Minister for Local Government Alison McGovern emphasized the need for modernizing the council tax system to accommodate the evolving needs of the population, ensuring fair access to discounts and facilitating the payment process.

Local Government Secretary Steve Reed underscored the importance of creating a fairer system that supports families facing financial difficulties, acknowledging the tireless advocacy efforts of Martin Lewis and his charity in addressing the challenges faced by millions of individuals.
